Were
you involved in student politics? No. There was not much of politics
in the campus then. What was the mood of the times before you
graduated? It was a period of hope, optimism, nation building etc. I
can't explain why. But from the beginning, I was attracted to Gandhi and I
became a great admirer of the values upheld by him. Maybe it grew out of
listening to the elders or reading newspapers. Another hero was Bose. There were
always these speculations about him, "If only Bose were here, things would have
been different". Nehru was not that glamorous then. May be because he was
already in the seat of power. Gandhi finds a recurring mention in
KATHAPURUSHAN. Has Gandhian philosophy influenced your aesthetic approach? I
feel that one could glimpse such a strain in your films, for example in the
economy of means employed, the stoic approach in the mis-en-scene, the avoidance
of frills etc. After you passed out of
Gandhigram? Immediately after that, I was employed for two months in
the Bharat Sevak Samaj in a slum service project. Then I got a
regular job in the National Sample Survey as investigator.

development was the first major rural development programme designed and mounted
by the union government. Characterising the ‘voluntary organisations’ as social
service agencies, the plan document expected these to provide workers to help
village Panchayats and cooperative societies in discharging their functions.
Eminent social workers were made members of the National Advisory Committee for
Public Cooperation. In woman and child welfare, social education and community
mobilizing, it sought the public cooperation through the VOs. The government
constituted the Central Social Welfare Board in 1953 (through an executive
resolution, to be incorporated under the charitable companies act in 1969) with
the objective of, inter alia, helping set up VOs, providing financial
assistance for their establishment, salary and training costs. State Social
Welfare Boards were set up the next year with similar objectives. The Union
government sponsored the creation of Bharat Sevak
Samaj, which extended its branches during the second five year
plan period. Similarly during the second plan period The Kasturba Gandhi
National Memorial Trust was created to work exclusively for the welfare and
children in the rural areas.

(ix) The Government of Kerala has welcomed the proposals.
However, it is suggested that instead of a Regulatory Authority, the same
functions can be performed by a Special Audit Team, in the Finance Department.
The discretion not being a regular feature, a permanent regulatory authority may
lead to waste of money. For some reasons there is no need to have a separate
judicial authority. The role of the Red Cross or Bharat Sevak
Samaj may be kept separate.
